Games not balanced

Whenever I play 4s in BW, there's always some players that have a lot more stars than every other player. Most players are between 10 and 150 stars (I can see this with Level Head in Badlion settings), but sometimes there's players who are level 300-1000 and it just seems so unbalanced. Even if they're in parties, I thought games are based on an average of all the player's stars, not the lowest player's level in the party. Idk if this is a bug or something but having 50 star players against...
